Texas WPI-8 Search & Windstorm Certificates

A WPI-8 (or WPI-8-C) is a Certificate of Compliance issued by the Texas Department of Insurance (TDI). It certifies that a structural improvement—such as a new roof, windows, or siding—complies with the applicable windstorm building code for properties located in designated Texas coastal catastrophe areas.

Without a valid WPI-8 certificate for a roof replacement, a homeowner may be denied windstorm and hail insurance coverage through the Texas Windstorm Insurance Association (TWIA).

The Texas Department of Insurance maintains a public database of all issued WPI-8 certificates. You can search this database directly to find official records:

• Visit the official TDI Windstorm System at appscenter.tdi.texas.gov/windstorm/p/searchForBldg.
• Enter the property's physical address.
• For best results, keep the search simple. Often, just entering the street number and the first word of the street name produces the most reliable results.
• Click on a matching property to view the list of all issued certificates.

A WPI-8 certificate is not the same as a local city building permit. A roofing contractor working in a coastal city (such as Galveston or Corpus Christi) may need to obtain both a local building permit from the municipality and a WPI-8 certificate from TDI (via a qualified windstorm inspector).

You may see records for both WPI-8 and WPI-8-C certificates. A standard WPI-8 is issued for ongoing construction that is inspected while the work is being done. A WPI-8-C is a certificate issued for completed construction—meaning the work was inspected and certified by a Texas-licensed engineer after it was already finished. Both are valid proof of compliance for obtaining TWIA insurance.
